Texas NAACP's Response to Racial Discrimination in Redistricting

A Call for Fair Representation
The Texas NAACP is stunned and disappointed by the overt actions of intentional racial discrimination against African Americans and Latinos by our Governor. This discrimination is evident in the decision to redistrict four Congressional districts held by African American and Latino officeholders. These districts include Congressional District 9 in Harris, Fort Bend, and Brazoria Counties, as well as CD 18, CD 29 in Harris County, and CD 33 in Tarrant and Dallas Counties.

Disproportionate Representation
While White Texans make up 40 percent of the state’s population, they already dominate 28 of Texas' 38 Congressional Districts. The Governor's plan seeks to increase that number even further, at the expense of Texans of color. This action violates the constitutional principles of Equal Protection under the law. It dramatically shortchanges African Americans and Latinos of the representation to which they are justly entitled.
The Governor's Plan
The current plan in effect, C2193, awarded two new seats to white voters—one to white Democratic voters and one to white Republican voters. This is despite the fact that 95 percent of Texas's growth was due to Black, Brown, and Asian population growth, with over half of that growth coming from the Latino community. Texas continues to discriminate against its voters of color. This unfortunate trend began with Democratic administrations and has continued under Republican administrations to an extreme degree.

The Texas NAACP is committed to upholding the United States Constitution. We will vigorously oppose these discriminatory efforts. It is essential that all Texans, regardless of their race or ethnicity, have an equal opportunity for representation in government.
